Tech Wave is governed open source. The framework is licensed so anyone can start a chapter without asking permission — the only condition is that it stays open and credited.

- CC BY-SA 4.0 — charter, talks, notes and published materials. Attribute Tech Wave and share adaptations under the same terms.
- Name
- Chapters may use the Tech Wave name with their city, provided they follow the community charter. The governing body being structured will steward this.
